Nepal – Nepal Pharmacy Council (NPC)

n

nNepal Pharmaceutical Association (NPA) has played a pivotal role in the formation of the Nepal Pharmacy Council (NPC). The NPA’s exercise for preparation of the draft of the NPC Act took momentum after implementation of National Drug Policy 1995 (B.S. 2051) that clearly spelled out for the policy strategy (Section 4.4c) aiming to promulgate legislative measures to register pharmacy manpower engaged in the pharmacy profession. The draft prepared by NPA was discussed in the national seminar entitled “Need of Pharmacy Council for the Development of Pharmacy Services in Nepal” on 10 April 1997 (28 Chaitra 2053) on the auspicious occasion of NPA’s silver jubilee. The draft recommended by the seminar was submitted to the Ministry of Health and Population for further action. It was circulated to various organizations for their views and support. The draft received final approval of the Ministry of Health and Population only after NPA Executive board delegation has several rounds of discussion with the then Health Minister. Based on these discussions NPA submitted a justification document for the NPC Act, the summary points of which as reported by the Gorkha Patra on 2 Shrawan 2057 were:n

    n

  • National Drug Policy was in favor of a legislative measure for registration of pharmacy manpower engaged in the pharmaceutical field.
  • n

  • The draft NPC document was recommended by the national seminar.
  • n

  • The theme carried by the document was oriented to community welfare and pharmacy service development.
  • n

  • The situation in other countries favored the specific legislative measures on pharmacy education and service standard.
  • n

  • Broad base nature of the profession encompassing policy, manpower development and regulation, inter-sectoral collaboration and coordination for public health, quality assurance, logistic and supply management, information and rational use, and other specific sub-disciplines like community and social, hospital, industrial pharmacy aspects.
  • n

  • Health Professional Council Act 1997 did make NPA’s representation in its council but the measures were not sufficient enough for pharmacy discipline.
  • n

  • Promotion by WHO document on Pharmacy Council (Pharm/94 272 1994).
  • n

  • Availability of example of separate pharmacy council legislation of which references of Act of India, Singapore, Canada, UK, Denmark, Jamika, Namibia were provided.
  • n

  • In addition to these efforts, NPA defended and clarified queries raised by different ministries, council, and other organizations on various aspects of draft NPC Act throughout the period between B.S.2054 until the Act was finally approved by the Parliament in 2000 (B.S. 2057) and enacted from January 2001.

Nepal – Nepal Pharmacy Council (NPC)

Nepal Pharmaceutical Association (NPA) has played a pivotal role in the formation of the Nepal Pharmacy Council (NPC). Based on these discussions NPA submitted a justification document for the NPC Act, the summary points of which as reported by the Gorkha Patra on 2 Shrawan 2057 were:

  • National Drug Policy was in favor of a legislative measure for registration of pharmacy manpower engaged in the pharmaceutical field.
  • The draft NPC document was recommended by the national seminar.
  • The theme carried by the document was oriented to community welfare and pharmacy service development.
  • The situation in other countries favored the specific legislative measures on pharmacy education and service standard.
  • Broad base nature of the profession encompassing policy, manpower development and regulation, inter-sectoral collaboration and coordination for public health, quality assurance, logistic and supply management, information and rational use, and other specific sub-disciplines like community and social, hospital, industrial pharmacy aspects.
  • Health Professional Council Act 1997 did make NPA’s representation in its council but the measures were not sufficient enough for pharmacy discipline.
  • Promotion by WHO document on Pharmacy Council (Pharm/94 272 1994).
  • Availability of example of separate pharmacy council legislation of which references of Act of India, Singapore, Canada, UK, Denmark, Jamika, Namibia were provided.

Papua New Guinea – Pharmaceutical Society of Papua New Guinea (PSPNG)

The Pharmaceutical Society of PNG (PSPNG) is responsible for professional matters of pharmacists in the country.  The Pharmaceutical Services in Papua New Guinea have steadily improved over the last 22 years due to a number of structural changes, policies, legal and educations changes made by the government.

Our Pharmaceutical Society has played a role also in molding and shaping the face of pharmacy in the country.  One area which we encourage our members is to gain international exposer so we are better equip to improve on our work performance, on research , on continuous updating of our knowledge to go with new innovations that are currently being observed and to assist in solving issues which arise in our field.

Pharmacy Education is perhaps the only component of Pharmacy in the country that has seen great change. PNG Pharmacists are now seeing open doors and many are being training overseas as part of continuous pharmacy education. With the number trained there is still a large gap that needs to be filled. All started in 1994 with the certificate in Pharmacy Education under the National Department of Health. This was upgraded to University level and conducting the Diploma in Pharmacy Technology was then upgraded to the Bachelor of Pharmacy Degree. The first locally trained pharmacist graduated in 1997 and up until now the school is continually producing pharmacy graduates, many of which have furthered their education overseas in Australia and New Zealand and receiving their Masters and Doctoral degrees in Pharmacy. We have come a long way and we have quite a journey to go. The Pharmaceutical Society of PNG is honored to be a back bone in modeling and also shaping and providing continues education for our pharmacist.

The vision of the PSSL is “to be the premier organization in supporting pharmacists to seek career upgrades and providing professional support to deliver the best pharmaceutical care.”

PSSL has close relationships with the government of Sri Lanka, representing the pharmacy profession on various advisory committees of the Ministry of Health in order to support its efforts to ensure a sound health care system in the country.

The Pharmaceutical Journal of Sri Lanka is the official scientific publication of the PSSL.  It aims at providing an avenue for publications by pharmacy undergraduates, university academics, pharmacists, and pharmaceutical scientists of Sri Lanka and the South Asian region.   The annual scientific sessions of the PSSL provide an opportunity for pharmacists and pharmaceutical scientists to present their research work.

PSSL strongly believes that Continuous Professional Development (CPD) is important for pharmacists to maintain their knowledge, skills, and competencies throughout their careers, and, towards this end, CPD programs are offered on a regular basis covering various pharmacy-related topics.   The quarterly newsletter of the PSSL, “Pharma Guide”, provides not only the latest news about the PSSL but also carries information useful for practicing pharmacists and pharmaceutical scientists.

During the recent pandemic of COVID-19, the PSSL played a major role in guiding its members in ensuring the continuous supply of medicines, especially being responsible for chronic medication refills, creating awareness among the general public regarding the disease, and taking additional responsibilities such as home deliveries.
